The conurbation of Caen and its surrounding suburbs, consisting of 29 towns and villages with 230,000 residents, reaches from the countryside to the sea and is renowned for its quality of life. Caen la mer has taken full responsibility for the conurbation in respect of economic development, road, rail and waterways networks, broadband network, housing, collection and treatment of household waste and waste water treatment.
To advance these objectives Caen la Mer has created two proactive agencies: Synergia (Economic Development Agency) and Normandie Aménagement (Public Private Initiative).

The Economic Development Agency of Caen la mer, Synergia offers technical assistance to the full spectrum of economic development initiatives across the conurbation:
- Support for the creation, development and installation of businesses.
- Promotion of the region’s profile.
- Liaison between the university sector and other research entities in Caen to ensure a coordinated approach to research.
As part of its responsibilities to Caen la mer, Synergia manages 26 industrial zones and will become the principal interlocutor. The Agency is also responsible for overseeing the creation of development zones in the Caen la mer region and, as part of this, Synergia has been charged with the creation of the Norlanda programme for the canal from Caen to the sea.

Normandie Aménagement, t he SEM ( Société d'Economie Mixte) of Caen la mer has, as its role, the development, improvement and commercialisation of the business parks within the region.
Its extended responsibilities will allow it to play an active role in urban planning, construction and the creation of innovative public/private structures. Normandie Aménagement will thus be able to offer start to finish turnkey help for a company’s development project, from the purchase of land, through the construction phase right up to the preparation and submission of grant applications. Especially important for the SEM will be the improvement of Caen la mer’s marine sector business zones. The SEM will also assist companies with the correct preparation of financial documents for example, grant applications, VEFA contracts (Vente en l'État Futur d'Achèvement or buying “off plan”) and property development contracts.
